Whats the difference between the OMB and the GAO?

OMB is the Office of Budget Management, and the GAO is the General Accounting Office. OBM is the actual disburser of all funds to all government agencies, and as such, maintains the authorized expenditures of all offices and branches. The General Accounting Office is the CPA for the government, and audits supplies, contracts and inventories in government posession, as well as expenditures and income for each office. Budget management oversees the budget, and the GAO is the "bean-counters'" office...|||The GAO is actually the Government Accountability Office.
